How did they speak to you? Did they have that you're black and guilty of something in their demeanor? Guidelines are needed cause their are stupid people out there that would act a fool if allowed, but the majority of people are going to do what they feel is safest for them and they should be allowed to do that. At the same time hopefully the city has done its' research and offers these "laws" from factual safety data. Also, not to say cops are angels or anything, but I think they CAN be good caring people. And the fact that they raised the fine to $81 could mean they've seen some mangled people and were trying to scrare you away from becoming one of them.
